The Energy Regulation Board (ERB), established under the Energy Regulation Act No. 12 of 2019, is mandated to oversee and regulate Zambia’s energy sector. This includes ensuring reliable and efficient energy services, fair tariffs, charges, and the prevention of unfair practices.
In fulfillment of this mandate, the ERB announces the launch of Guidelines on Petroleum Products Storage and In-Transit Losses in Zambia. Developed in consultation with industry stakeholders, these guidelines provide a national framework for acceptable storage and transit losses. They aim to ensure that all petroleum transactions are based on accurate measures by:
- Setting appropriate tolerances
- Applying temperature compensation
- Defining responsibilities for measurement accuracy
- Correcting out-of-tolerance measurements
All stakeholders are reminded that compliance with these guidelines is mandatory for petroleum transactions in Zambia. Copies are available from Government Printers under Gazette Notice No. 376 of 2026.
