The Energy Regulation Board (ERB) is a statutory body mandated to regulate the provision of energy products and services in Zambia pursuant to the Energy Regulation Act No.12 of 2019 and Electricity Act No. 11 of 2019 of the Laws of Zambia. In keeping with the ERB core values and strong commitment to upholding high ethical standards in the delivery of services to its stakeholders, the Integrity Committee has been institutionalised by the Board, in compliance with the Anti-Corruption Commission (ACC) Act No.3 of 2012.

What is the ERB Integrity Committee (ERB-IC)?

The ERB-IC is a committee charged with the responsibility to safeguard the integrity of the ERB and ensure that it functions in a transparent, fair, and accountable manner. The Committees primary goal is to prevent corruption, conflict of interest, and any form of unethical conduct within the Boards operations. Failure to conduct its operations in the prescribed ethical manner may lead to regulatory capture which may result in poor enforcement and eventual loss of confidence by the public.

Roles of the ERB Integrity Committee

The Integrity Committee shall:

  1. Enforce the Integrity Policies in collaboration with the DG’s Office and HRA Department.
  2. In the existence of prima facie evidence of an offence being committed, refer the matter to the Disciplinary
    Committee or any competent relevant authority depending on the degree of the findings “and”
  3. Be responsible for sensitization of staff and other stakeholders on the provisions of the Integrity Policies. Additionally, promote awareness and conduct training programs to educate ERB employees on ethical standards and best practices.
  4. Ensure provincial offices maintain gift registers and comply with tenets of the Integrity Policy.
  5. Prepare and submit quarterly performance reports on the implementation of anti-corruption programmes to the Secretary to Cabinet through the Anti- Corruption Commission.

The Integrity Committees (ICs) initiatives is one of the corruption prevention programmes under the National Anti-
Corruption Policy (NACP).

What is the role of the Energy Stakeholders?

To refrain from corrupt activities and comply with the requirements of the 2024 Integrity Policy comprising the
Conflict-of-Interest Policy and the Gifts and Benefits Policy.

Tenets of the Integrity Policy that Stakeholders should be cognisant of and uphold include:

  1. Stakeholders are required to declare interest where an ERB employee is found to be an associate or a relative of
    that stakeholder.
  2. Stakeholders must avoid clandestine meetings with ERB employees, and use more standardised methods
    of consultations, especially use of the internet or visiting ERB offices.
  3. ERB employees are prohibited from soliciting gifts or
    favours from stakeholders related to official tasks and duties.
  4. Stakeholders may not give gifts that unduly influence a decision to be made by ERB staff.
  5. ERB employees are prohibited from accepting cash gifts from stakeholders.
  6. Acceptable gifts from stakeholders include seasonal gifts, special events gifts, launch materials, promotional
    materials, or those given at the end of a workshop or conference.
  7. Stakeholders ought to be aware that ERB employees are mandated to register all gifts with ERB-IC through the gift
    registers.
  8. ERB-IC will notify stakeholders of gift disposal methods to be applied which may include donating to a charitable
    organization or returning it.

Further stakeholders are expected to report incidences of corruption and unethical behaviour involving staff or fellow
energy stakeholders, and immediate disciplinary action will be implemented.

The ERB-IC has put in place a mechanism for receiving comments and complaints. Stakeholders may report suspected cases of corruption through the Integrity Committee Secretariat via letter, email, Toll-Free line 8484 and WhatsApp Chatbot line 0977791087.

Reports on corruption may also be submitted directly to the Anti-Corruption Commission (ACC). The ACC may be contacted on Toll Free Line 5980 on All Networks. Reports can also be submitted to ACC through the Online Anonymous Whistleblower System on https://acc.gov.zm/anonymous-whistleblower-system/
