The Electricity Section of the department of Economic Regulation has as its major functions;

  • Regulation of electricity tariffs

  • Assessing licensing fees for undertakings engaged in the generation, transmission and distribution of electricity

  • Monitoring the efficiency of undertakings in the electricity industry

  • Promoting competition and investment in the sector

Electricity Pricing
The ERB currently uses the ââËRevenue Requirementâââ pricing method to regulate tariffs of electricity utilities.

Zambian Power Sector
The electricity supply industry in Zambia mainly comprises of a vertically integrated state utility, ZESCO, and an energy service company CEC that purchases power from ZESCO and supplies it to the mines.

Power Sector Reforms
Over the past decades, most countries have embarked on reforms to ensure increased investment and efficiency in the provision of electricity services.

Investments in the Power Sector
Zambia has potential hydro power capacity of about 6,000 MW. However, the country has an installed generation capacity of only about 1,788 MW, which is just a third of its potential.

Developments in the Regulatory Environment
Several developments are currently underway to improve the regulatory framework and enhance investment in the power sector.
